Abuja, Nigeria—
The Independent National Electoral Commission (INEC) has scheduled by-elections in 16 constituencies across 12 Nigerian states for Saturday, August 16, 2025, to fill vacant legislative seats at both the National and State Assembly levels.
Speaking at a stakeholder meeting in Abuja on Thursday, INEC Chairman, Professor Mahmood Yakubu, revealed that the vacancies were caused by resignations, deaths, and court-ordered annulments.
“These elections will take place in 16 constituencies involving two Senatorial Districts, five Federal Constituencies, and nine State Assembly seats,” Yakubu stated.

- Edo Central
Federal Constituencies:
- Ovia South West/Ovia South East (Edo)
- Babura/Garki (Jigawa)
- Chikun/Kajuru (Kaduna)
- Ikenne/Shagamu/Remo North (Ogun)
- Ibadan North (Oyo)
State Assembly Seats:
- Ganye (Adamawa)
- Onitsha North I (Anambra)
- Dekina/Okura (Kogi)
- Zaria Kewaye and Basawa (Kaduna)
- Bagwai/Shanono (Kano)
- Mariga (Niger)
- Karim Lamido I (Taraba)
- Kauran Namoda South (Zamfara)
INEC confirmed that 30,451 officials will be deployed for the exercise, targeting 3,553,659 registered voters spread across 32 LGAs, 356 wards, and 6,987 polling units.
🚫 No Elections in Two Constituencies
Yakubu added that elections will not be held in the two affected constituencies:
- Khana II, Rivers State – due to a state of emergency
- Talata Mafara South, Zamfara State – due to ongoing litigation
🗓 Political Party Timetable and Voter Registration Plans
Political Parties are expected to conduct primaries from July 17 to 21, while submission of nomination forms will be done online from July 22 to 26.
Campaign activities will run from August 2 to August 14, 2025.
INEC also announced that two court-ordered re-run elections will be conducted alongside the by-elections:
- Enugu South I (Enugu)
- Ghari/Tsanyawa (Kano)
🗳 Continuous Voter Registration (CVR) Nationwide
- Yakubu confirmed that nationwide CVR will resume in August:
- Online pre-registration begins: August 18, 2025
- Physical registration begins: August 25, 2025
- Locations: All 36 states, FCT, and 774 LG offices
🗳 Anambra Governorship Election: Special Voter Registration
A dedicated CVR exercise for Anambra State ahead of the November 8, 2025, governorship election will be held from July 8 to 17, covering all 326 wards.
Eligible voters can register, apply for transfers, request PVC replacements, or collect unclaimed cards.
“Online pre-registration is not available for the Anambra exercise. Registration must be completed 90 days before election day,” Yakubu added.

Yakubu emphasized that political parties must adhere to INEC’s regulations on rallies, meetings, and processions. Final candidates and their running mates for the Anambra election have already been published, with campaigns ongoing until midnight of November 6.
📢 IPAC Urges Trust Rebuilding, Technological Integration
Dr. Yusuf Dantalle, Chairman of the Inter-Party Advisory Council (IPAC), called for transparency, electoral trust, and issue-based campaigns.
He blamed low voter turnout on public distrust, electoral violence, and unfulfilled promises and encouraged INEC to adopt Artificial Intelligence-based systems for enhanced electoral management.
