Former U.S. President Donald Trump has unveiled a controversial plan to impose a 100% tariff on all foreign-made films, a policy that could disrupt Hollywood’s global dominance and shake the international movie industry.

Trump, in a fiery post on his Truth Social account, accused foreign nations of “stealing America’s movie industry,” comparing it to “stealing candy from a baby.” He, however, failed to explain how the drastic measure would be implemented or under what legal framework it could stand.

So far, top studios such as Warner Bros Discovery, Paramount, Skydance, Netflix, and Comcast have remained silent. But analysts warn that the proposed tariffs could create huge uncertainties, especially as today’s film productions depend heavily on international co-productions, partnerships, and overseas filming hubs in countries like Canada, the United Kingdom, and Australia.

The American film industry has historically thrived on global reach, with the Motion Picture Association (MPA) reporting a $15.3 billion trade surplus in 2023, backed by $22.6 billion in exports. Experts fear Trump’s new tariff threat could undercut this advantage and escalate trade wars in entertainment.

Interestingly, Trump had floated the same idea back in May, but unions and guilds within the U.S. entertainment sector urged him to consider domestic tax incentives instead. They warned that such extreme trade barriers could end up harming American workers who contribute to international projects.

With Hollywood’s global machine at stake, the world now waits to see if Trump’s threat will materialize or fade into political rhetoric.
