JAMB Warns New Universities, Polytechnics, and Colleges Against Illegal Admissions.

The Joint Admissions and Matriculation Board (JAMB) has cautioned newly established and upgraded tertiary institutions in Nigeria against engaging in illegal admission practices, warning that such actions will not be regularised under any circumstances.

Speaking during an interactive session with key stakeholders in Abuja, JAMB Registrar Prof. Ishaq Oloyede stressed that all admissions must be processed through the Central Admissions Processing System (CAPS) to ensure transparency and compliance with national guidelines.

“CAPS ensures transparency, fairness, and integrity in admissions. Any institution attempting to bypass this platform risks nullifying such admissions,” he stated.

Over 80 New Tertiary Institutions Must Comply with CAPS

The JAMB Registrar called on the over 80 newly approved institutions—including 22 universities, 33 polytechnics and mono-technics, and 12 colleges of education—to comply with all stipulated procedures.

He noted that while CAPS (launched in 2017) and IBASS (Integrated Brochure and Syllabus System, launched in 2018) have revolutionized the admission process, they are now fully upgraded with institutional email services and serve as the official communication channels between JAMB and institutions.

“Compliance is non-negotiable. Institutions must avoid shortcuts. There’s no justification for admitting students through the backdoor,” Oloyede warned.

Only NUC, NBTE, and NCCE-Approved Courses Will Be Activated

JAMB clarified that only programmes approved by the National Universities Commission (NUC), National Board for Technical Education (NBTE), and National Commission for Colleges of Education (NCCE) will be eligible for student intake.

Oloyede also emphasized the need for institutions to nominate designated officials to manage their CAPS and IBASS accounts, while also assuring them of JAMB’s full technical support.

A live demonstration of the CAPS and IBASS systems was conducted to familiarize the institutions with their functionalities and operational standards.

Institutional Reactions and Ministry Support

Prof. William Qurix, Vice-Chancellor of the Federal University of Applied Sciences, Kachia, appreciated the session, explaining that the meeting helped clarify the process for newly approved universities, especially regarding students who had already registered for JAMB before the institutions were officially listed.

“We are quite enlightened. JAMB has given us assurances of quick responses to any issues raised through CAPS or IBASS,” Qurix added.

Dr. Uche Uba, Director of Colleges at the Federal Ministry of Education, also advised newly established colleges of education to adopt a dual-mode system (Degree and NCE) and meet with the NUC for proper resource verification.

“Only 7 out of 15 institutions reported to the NUC. That must change. NUC must carry out verification because you’re now independent institutions,” she emphasized.

In his remarks, Prof. Paulinus Okwelle, Executive Secretary of NCCE, praised JAMB for creating a seamless and technology-driven admission process, making it easier for students and institutions alike.

“JAMB has introduced cutting-edge innovations from application to graduation, ensuring institutions follow a structured process,” he said.
