In a bold move to boost civic engagement, the House of Representatives has passed the second reading of a bill seeking to amend the Electoral Act 2022 to make voting compulsory for all eligible Nigerian citizens.
The proposed legislation, jointly sponsored by Speaker Tajudeen Abbas and Hon. Daniel Ago, aims to address the long-standing issue of voter apathy and low electoral turnout in Nigeria.

While leading the debate during Thursday’s plenary, Hon. Ago emphasized that mandatory voting would strengthen democracy by encouraging greater public participation in the electoral process.
“This bill will serve as a catalyst for increased civic responsibility and help Nigerians take ownership of the democratic process,” he said.
However, the bill sparked mixed reactions among lawmakers. Hon. Mark Esset, a PDP representative from Akwa Ibom State, argued that making voting compulsory without restoring public trust in the electoral system is insufficient.
“Many Nigerians do not vote because they feel their votes don’t count. If we are to make voting compulsory, we must also ensure electoral transparency and credibility,” Esset stated.

The bill’s passage through second reading indicates growing momentum for electoral reforms ahead of future elections, including the 2027 general elections.
The proposal is expected to undergo further scrutiny and public debate as it proceeds to the committee stage for more detailed consideration.
