FG Bans Open Grazing, Unveils National Livestock Development Council.

The Federal Government of Nigeria has officially banned open grazing nationwide as part of a renewed effort to end the recurring farmers–herders clashes and promote modern livestock management.

The announcement was made by the Minister of Livestock Development, Alhaji Mukhtar Maiha, during the inauguration of the 1st National Council on Livestock Development in Yola, Adamawa State.

Maiha condemned the persistent violence associated with open grazing, noting that the clashes have led to widespread killings, destruction of farmlands, and the displacement of thousands of Nigerians.

According to the minister, open grazing is now classified as a capital offense, and cattle rearers are urged to transition to ranching, which he described as a safer, more sustainable, and more profitable livestock management system.

He said ranching would not only help eliminate deadly conflicts but also enhance cattle quality, weight, and overall productivity, boosting the profitability of livestock businesses.

Livestock Sector Positioned as Major Revenue Driver

Highlighting the economic opportunities within the livestock industry, Maiha revealed that the ministry is working to position livestock development as Nigeria’s second-largest revenue source after oil and gas.

He stated that:

  • The livestock sector is projected to generate $74 billion within the next five years,
  • Over $14 billion has already been realized from ongoing livestock initiatives nationwide.

Adamawa Praised as a Livestock Hub

Adamawa State Deputy Governor, Prof. Kaleptawa Farauta, who declared the council open, described Adamawa as a major hub for livestock production, saying it was fitting for the state to host the inaugural council meeting.

Council to Drive National Livestock Reforms

The newly inaugurated National Council on Livestock Development includes:

  • Directors of livestock from all 36 states,
  • Representation from the Federal Capital Territory (FCT).

The council is mandated to supervise the implementation of new livestock policies, promote modern ranching practices, and drive nationwide reforms aimed at transforming and expanding Nigeria’s livestock sector.
