Federal Colleges of Education to Now Award Bachelor’s Degrees – FG Implements Dual Mandate Policy.

In a major educational reform, the Federal Government of Nigeria has officially begun implementing the Dual Mandate Policy across all Federal Colleges of Education (FCOEs). This follows the signing of the Federal Colleges of Education Act, 2023, by President Bola Ahmed Tinubu.

The new legislation empowers Federal Colleges of Education to award both the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education, signaling a transformative shift in Nigeria’s teacher training system.

According to a statement released by Folasade Boriowo, Director of Press at the Federal Ministry of Education, the policy rollout was announced in Abuja by the Minister of State for Education, Dr. Tunji Alausa.

“The Dual Mandate Policy represents not just a reform, but a revolution in teacher preparation — enabling FCOEs to offer both NCE and Bachelor’s degrees,” said Dr. Alausa. “This initiative broadens access, empowers institutions, and enhances the quality of teaching nationwide.”

Under the new law, any Federal College of Education that meets the National Universities Commission (NUC) requirements is eligible to operate under the Dual Mandate. This inclusive provision ensures that both new and existing institutions can benefit once they meet the required standards.

Key benefits of the Dual Mandate Policy include:

  • Higher qualifications for educators improve classroom instruction.
  • Expanded access to higher education, especially outside the traditional university system.
  • Reduced reliance on university affiliations for issuing degrees.

Dr. Alausa emphasized that this reform addresses key challenges such as declining enrollment, institutional relevance, and the urgent need for quality teacher training in Nigeria.

“No nation can rise above the quality of its teachers. This policy strengthens the very foundation of our education system,” he added.

The inclusion of qualified FCOEs under this new mandate marks a significant step toward transforming teacher education and national development in Nigeria.
