DSS Steps In as Dangote, NUPENG Clash Over Union Rights.

The Department of State Services (DSS) has summoned the management of Dangote Refinery and Petrochemicals alongside the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) to an emergency meeting amid rising tensions over an alleged breach of a labour agreement.

The meeting, scheduled for 3 p.m. on Friday, will also include representatives of the Nigeria Labour Congress (NLC) and other key stakeholders.

On September 9, 2025, Dangote management and NUPENG signed a Memorandum of Understanding (MoU) at the DSS Headquarters in Abuja, granting workers the right to join any union of their choice without interference. The agreement was witnessed by officials of the NLC, the Trade Union Congress (TUC), government ministers, and other stakeholders.

However, less than 24 hours later, NUPENG accused the Dangote Group of violating the pact, a claim the company swiftly denied. On Thursday, the union doubled down, insisting the refinery was being “economical with the truth.”

In a statement jointly signed by NUPENG President Prince Williams Akporeha and General Secretary Afolabi Olawale, the union alleged that Dangote’s September 11 press release misrepresented facts and accused the company of trying to stifle competition while preventing genuine unionisation.

The statement further claimed that Dangote ordered the removal of NUPENG stickers from trucks, replacing them with those of a newly created Direct Trucking Company Drivers Association (DTCDA), allegedly backed by management.

NUPENG also accused some members of the DTCDA of facing criminal charges related to violent attacks against union leaders, insisting that the refinery’s alleged anti-union stance extended beyond tanker drivers to its administrative and operational staff.

As of press time, Dangote Group had not issued a fresh response. Its earlier statement maintained that joining any union remains strictly voluntary, in line with Nigerian law and International Labour Organisation (ILO) conventions.
