Governor Babagana Zulum of Borno State has raised serious concerns over the resurgence of Boko Haram attacks and rising insecurity in the state, warning that the situation signals a dangerous setback in the fight against terrorism in the North-East region.
Speaking during a Special Expanded Security Meeting held in Maiduguri on Tuesday, the governor stated that renewed Boko Haram attacks and kidnappings, now happening almost daily, show that Borno is losing ground in the ongoing battle against insurgents.
The meeting was attended by top military commanders including Major General Abubakar Haruna, the General Officer Commanding 7 Division, Sector Commanders, the Commissioner of Police, heads of various security agencies, and traditional rulers including the Shehu of Borno, Shehu of Bama, and the Emirs of Biu, Uba, Askira, and Gwoza.

Zulum noted that despite his administration’s consistent support for the military, the recent dislodgement of military bases in Wajirko, Sabon Gari (Damboa LGA), Wulgo (Gamboru Ngala), and Izge (Gwoza LGA) highlights a growing threat that must be urgently addressed.
“It is unfortunate that renewed Boko Haram attacks and kidnappings in many communities almost daily, without confrontation, suggest that Borno State is losing ground,” Zulum said.
He urged the Federal Government and security agencies to scale up efforts by equipping the military with modern technology and tactical support, especially in border areas shared with Chad, Niger, and Cameroon.
Zulum also commended President Bola Ahmed Tinubu and the Nigerian military for their past efforts, but emphasized that “more needs to be done” to halt the renewed wave of insurgency threatening fragile peace in the state.

Speaking on behalf of traditional rulers, the Shehu of Borno, Alhaji Abubakar Garbai El-Kanemi, confirmed that several local governments—Guzamala, Marte, Abadam, and parts of Mobbar—remain under Boko Haram control, with no presence of civil authority.
He also appealed to the Federal Government to reconstruct critical federal roads, including the Biu-Damboa-Maiduguri, Maiduguri-Dikwa-Ngala, Maiduguri-Monguno-Kukawa, and Biu-Damaturu highways, which are in deplorable condition and affect security response.
