Nationwide Fuel Scarcity Deepens as PENGASSAN Strike Hits Power Supply.

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) strike has entered its second day, shutting down petrol stations nationwide and worsening the country’s fuel scarcity. The industrial action also crippled operations in key government energy agencies, including the Nigerian National Petroleum Company Limited (NNPC Ltd.), the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

Across Abuja and its suburbs, most filling stations remained closed, pushing desperate motorists to black-market sellers.

The impact extended to the power sector as electricity generation slumped below 3,500 megawatts on Tuesday morning. By 6 p.m., grid data showed allocation to distribution companies at 3,656MW, with Abuja DisCo receiving 509MW, Ikeja Electric 502MW, and Eko DisCo 427MW. With most gas-fired plants offline, only Delta (404MW) and Odukpani NIPP (209MW) were among the major contributors to the grid.

The strike reportedly stems from the controversial disengagement of about 800 workers by the $20 billion Dangote Refinery.

Confirming the situation, the Nigerian Independent System Operator (NISO) said the labour action disrupted the gas supply chain, reducing generation from over 4,300MW on Sunday, September 28, to as low as 3,200MW.

To avert a nationwide blackout, NISO said it deployed emergency measures such as increased hydropower generation, real-time load balancing, and selective load shedding. The agency assured Nigerians of its commitment to protecting grid stability despite the crisis.
