The Nursing and Midwifery Council of Nigeria (NMCN) has officially abolished its controversial policy that disqualified nursing students after three unsuccessful attempts at the Council’s professional examinations.
In a circular released on Monday, the Council announced that the decision is part of ongoing nursing education reforms aimed at aligning with global best practices and creating a more student-centered approach to professional training. The document was addressed to Commissioners of Health across all states, Vice-Chancellors of universities offering Nursing Science degrees, Teaching Hospital CMDs, Nursing Directors, and proprietors of nursing colleges nationwide.

Titled “Nursing Education Reforms: Elimination of Students After Three Professional Examination Attempts”, the circular emphasized that the new policy will take effect from September 2025.
The Council explained that its mission is to promote excellence in nursing and midwifery education, stressing the need for a supportive academic environment that encourages resilience, lifelong learning, and student success.
- “It is imperative to move from a policy of mere elimination to a more student-centered approach that promotes student achievement while controlling quackery,” the circular stated.

Under the new directive, students who fail any part of the Council’s examinations will now be allowed to re-sit the specific section repeatedly until successful, provided they maintain at least 80% attendance in lectures and clinical postings. However, each unsuccessful attempt will count against the institution’s performance record.
The Council urged heads of nursing institutions to provide additional support systems for struggling students, ensuring that no one is unfairly excluded from the profession due to academic setbacks.
This marks a major shift in Nigeria’s nursing education policy, bringing relief to thousands of students who had been under pressure from the old elimination system.
