Defence Headquarters Tells Retired Soldiers to End Finance Ministry Protests Over Allowances.

September 5, 2025-Published by Cyril

The Defence Headquarters (DHQ) has cautioned retired soldiers staging protests at the Federal Ministry of Finance over the Security Debarment Allowance (SDA), describing their actions as illegal and disruptive to government operations.

The warning was issued on Friday by the Director of Defence Media Operations, Major General Markus Kangye, who stressed that the demonstrations were obstructing official activities at the ministry and would no longer be tolerated.

  • “The Defence Headquarters acknowledges freedom of legitimate protest, but the veterans are strongly advised to tread with caution and vacate the premises of the Federal Ministry of Finance in order to pave way for normal government functions to be seamlessly conducted,” Kangye said.

Clarifying the issue, Kangye explained that neither the government nor the DHQ owed any outstanding SDA, noting that payments were being processed according to existing wage charts.

According to him:

  • Gratuity and SDA are determined by the salary structure effective at the time of retirement.
  • Soldiers who retired between January 1 and July 28, 2024, fall under the pre-minimum wage chart.

Those who retired from July 29, 2024, onward are placed under the new minimum wage chart, following the wage adjustment.

He stressed that veterans who retired before the wage review could not have their benefits recalculated under the new structure.

  • “Government policies have effective dates of implementation and this case cannot be an exception,” Kangye noted.

The DHQ therefore, urged the aggrieved ex-soldiers to abide by due process and refrain from further illegal demonstrations.
