Constitution Review: Senate to Hold Zonal Public Hearings Across Nigeria’s Six Geo-Political Zones.

The Nigerian Senate Committee on the Review of the 1999 Constitution has announced plans to hold a two-day Zonal Public Hearing across all six geo-political zones of the country. The public hearing, set for July 4th and 5th, 2025, is aimed at gathering citizens’ input on several critical constitutional amendment bills.

This initiative, led by the Deputy President of the Senate, Senator Barau I. Jibrin, will take place simultaneously in:

  • Lagos (South West)
  • Enugu (South East)
  • Ikot Ekpene (South South)
  • Jos (North Central)
  • Maiduguri (North East)
  • Kano (North West)

Key Issues for Review During the Constitution Amendment Hearings

The public hearing will focus on major national reform areas, including:

🔹 Local Government Autonomy

A bill to recognize Local Government Councils as an independent tier of government

Proposal to create the National Local Government Electoral Commission (NALGEC) to supervise local elections independently

🔹 Security and Policing

  • Bills proposing the creation of the State Police
  • Proposal for a State Security Council to manage internal security at the state level

🔹 Fiscal Reforms

  • Bill to give the Revenue Mobilization, Allocation, and Fiscal Commission enforcement powers
  • Proposal to define a time limit for the President or Governors to present budget bills

🔹 Judicial Reforms

  • Over 20 constitutional amendment bills to improve the judiciary, including:
  • Time-bound judgment delivery
  • Expanded election tribunal jurisdictions

🔹 Electoral Reforms

  • Proposal for independent candidacy in all elections
  • Diaspora voting bill to allow Nigerians abroad to vote

🔹 State Creation Requests

  • A total of 31 state creation proposals submitted:
  • North East: 7
  • North West: 6
  • South West, South South, North Central: 5 each
  • South East: 3

A bill proposing additional seats for women in both the National and State Assemblies

Bill to formally establish the:

  • National Council of Traditional Rulers
  • State Councils of Traditional Rulers
  • Local Government Traditional Rulers’ Council

🔹 Devolution of Powers

Proposals to transfer some powers, like labour and shipping, from the Exclusive to the Concurrent List, enabling states to legislate on them


Senate Committee Calls for Public Participation

Ismail Mudashir, Special Adviser to the Deputy Senate President on Media and Publicity, emphasized that the public hearing aims to give Nigerians a voice in the ongoing constitution review process.

  • “The Senate believes in citizen participation in shaping the country’s constitution. We urge the public to actively take part in the zonal public hearings,” the statement read.
