The State Security Service (SSS) has filed a fresh application at the Federal High Court in Abuja, seeking to restrain Prof. Pat Utomi and his associates from engaging in rallies, protests, media appearances, or any activities promoting his proposed “shadow government.”
According to the SSS, Utomi, who is currently abroad and expected to return to Nigeria on June 6, plans to carry out road shows and rallies that may disrupt public order. The agency warned that these actions could lead to chaos similar to the 2020 End SARS protests.

The SSS, through its legal counsel Akinlolu Kehinde (SAN), asked the court to issue an interlocutory injunction pending the hearing of the substantive suit (FHC/ABJ/CS/937/2025). The agency claims Utomi’s continued public comments and planned gatherings are a threat to national unity, peace, and security.
The controversy follows Utomi’s speech at the UNILAG Topaz Lecture Series on May 26, where he defended the shadow government concept, stating his group would adopt a new name if banned.

Utomi is represented by senior lawyer Mike Ozekhome (SAN) and has officially responded to the court processes. The SSS insists it seeks legal interpretation of the constitutional legality of any form of government outside Nigeria’s existing democratic system.
SSS stated it does not intend to arrest Utomi, emphasizing that it has chosen to follow due legal process rather than resorting to force.
