The House of Representatives has passed the N1.78 trillion Federal Capital Territory (FCT) 2025 Appropriation Bill through second reading during Tuesday’s plenary session.
The bill, titled “A Bill for an Act to Authorise the Issue from the Federal Capital Territory Administration’s Statutory Revenue Fund of the Federal Capital Territory Administration Account,” outlines proposed spending for the 2025 fiscal year by the FCT Administration.
A breakdown of the budget includes:
- N150.35 billion for personnel costs
- N343.77 billion for overhead costs
- N1.28 trillion earmarked for capital projects
The bill was presented by the House Leader, Prof Julius Ihonvbere, and seconded by Minority Leader Kingsley Chinda. Following its second reading, the budget proposal was referred to the House Committees on Federal Capital Territory and FCT Area Councils/Ancillary Matters for further consideration.
Tinubu’s FCT Budget Submission
Recall that President Bola Ahmed Tinubu had earlier submitted the N1.78 trillion FCT 2025 budget to the National Assembly on May 6, 2025. His submission, in line with Section 299 of the Nigerian Constitution, empowers the National Assembly with legislative authority over the FCT.
According to President Tinubu, the budget focuses on key areas such as:
- Healthcare delivery
- Job creation
- Social welfare programs
- Boosting agricultural output
- Infrastructure development

He emphasized that 85% of the capital expenditure is allocated for the completion of ongoing projects, while the remaining 15% is intended for new initiatives across the territory.
Lawmakers highlighted the importance of timely budget implementation, particularly in light of the growing population and infrastructure needs of the Federal Capital Territory.
