The Rivers State Government has formally demanded a refund of N300 million from the Nigerian Bar Association (NBA) following the controversial relocation of the 2025 Annual General Conference from Port Harcourt to Enugu State.
In a strongly worded statement released by Hector Igbikiowubo, Senior Special Assistant on Media to the Sole Administrator, the state government expressed disappointment over the NBA’s decision and called out the association for failing to refund funds already paid for hosting rights.

“While we respect the NBA’s right to select its venue, it is concerning that despite receiving N300 million for hosting rights, the NBA has remained silent on refunding Rivers State,” the statement read.
“If the NBA truly upholds principles of justice and integrity, it should return the money without delay.”
NBA Accused of Misrepresenting Political Situation in Rivers
The Rivers State Government described NBA’s justification for relocating the conference, particularly its reference to alleged democratic setbacks under the Sole Administrator, as misleading and politically charged.
The statement argued that the NBA’s position ignored legal precedents, including a recent Supreme Court ruling that upheld key decisions made during the current administration’s transitional period.
“President Bola Tinubu acted constitutionally to restore stability in Rivers State, following a breakdown in public order. The Sole Administrator is legally mandated to oversee a peaceful return to democratic governance,” the statement added.
Supreme Court Judgment Cited to Justify Governance Decisions
The government referenced Suit No. SC/CV/1176/2024 — Rivers State House of Assembly & Others vs. Rivers State Independent Electoral Commission (RSIEC) & Nine Others — where the Supreme Court declared that any local government election conducted in breach of the Electoral Act is unconstitutional, null, and void.
It stated that the NBA should have considered this legal context before making public declarations that “undermine the rule of law and misinform the public.”
“The Sole Administrator has consistently respected judicial decisions and is committed to upholding the rights of all citizens, including freedom of movement, freedom of speech, and peaceful association,” the government emphasized.
Call for Constructive Engagement
The Rivers State Government urged the NBA and other stakeholders to refrain from politicizing constitutional matters and instead offer constructive support during this critical period of transition.
